LBDS was started in 1976 by Charles V. Tulley. Jolanne Tierney, who was originally one of Chuck’s employees became a partner in July 1991. LBDS became LBDS, LLC in 2003. Chuck retired at the end of 2019 and Jolanne who has been the primary operations manager of LBDS since 1988 and is the owner now.

Customer service is the heart and soul of LBDS, LLC. Over the years LBDS, LLC has maintained a flexible format so that we might best accommodate the needs of our subscribers as their needs change and as the California State Legislature changes. We encourage communication regarding our services as we are always seeking ways to improve.
